      • The desk shall have the role and responsibilities of installing  institutional leadership development and administration systems so as to build institutional execution and enforcement.
    •  
      • It also shall have the responsibilities of identifying Higher Education Institutions’ leadership capacity building needs; developing and revising training curriculum, modules; organizing training and workshop; evaluating their impacts, identifying gaps of leadership in higher education institutions 
        development and administration; conducting studies and researches to fill existing gaps.
    •  
      • Furthermore, the Desk shall have the role and responsibilities of developing profitable proposals and mobilizing resources; collecting leadership data of higher education institutions; analyses and evaluate data; ranking leadership performance level, providing feedback, monitoring and evaluation activities; promoting good governance and customer service so as to improve the higher education teaching learning; research and community service.

Furthermore, the desk shall have the roles and responsibilities of initiating, developing and implementing international, bilateral and multilateral cooperation and partnership initiatives.
